Dewain Barber Rules and Information General Information This Invitational tournament will be played from July 27 to July 30 during the 2013 U.S. Open. The location will be the Madison Marriott West, 1313 John Q Hammons Drive, Middleton, WI 53562, (608) 831-2000. Chess Room Rate: $99. The Dewain Barber Tournament of K-8 Champions fields Champions from across the United States. The winner of the tournament shall receive the title of Barber K-8 Champion of Champions. In case of ties, co-champions shall be recognized. The “Barber” is considered a prestigious event recognizing K-8 State Champions. The Executive Board of the U.S. Chess Federation has added the Barber Champion to its list of qualifiers for the World Youth Championship. The qualifying student in case of tie will be the highest finishing player on tie-breaks. Eligibility Each state (which shall include DC for purposes of this Tournament) shall be allowed one Representative as determined by their USCF State Affiliate. The Barber Nomination Form will be filled out by the authorized state official. We strongly encourage each affiliate to identify a tournament to determine its K-8 Champion. Failing this, rating or some other criteria may be acceptable. Alternates may be substituted as the official Representative. If there are an uneven number of entrants in the tournament, the host state may enter an additional eligible player. The additional player is eligible for prize monies. Should the USCF state affiliate fail to submit their Barber Nomination Form for this tournament by July 5, a Barber Co-chair may determine the candidate from that state. Representatives must be residents of the state/area they are representing.All players including home schooled students must be under the age of 16 on September 1 of the year in which the tournament is held. They must have taken at least three (3) elementary or middle school/junior high school courses, during the spring before the Barber using the K through 8th grade curriculum. The Representative may not be listed as a full-time student at any high school, college, or university. Proof of eligibility shall be the responsibility of the players and the USCF state official certifying the Representative or Alternate. Playing Schedule The Opening Ceremony and 6-round Swiss will consist of the following dates and times:
Rules Players shall be required to play all six rounds of the tournament. Players need to notify the TD staff if they become ill during the tournament, so that the host state alternate can be substituted. Players expelled from the tournament, or who withdraw, forfeit all expense money. Each player shall be required to furnish the TD with a legible and complete score sheet at the conclusion of each round. The time control will be 90 minutes per player with 30 second increment added per move. This is the approved FIDE time control. Sponsors The sponsors: Dewain Barber, The U.S. Chess Trust, The United States Chess Federation, Dwight Barber, American Chess Equipment, Inc. and the National Scholastic Chess Foundation. They will award-1st Place: $800, 2nd Place $500, 3rd Place $300, all players who tie for 3rd Place will be guaranteed a minimum of $200. Each participant will receive a Gold Medallion provided by American Chess Equipment, Inc. Additional prizes including a gift certificate will be awarded for the Best Game and the Biggest Upset in the Tournament. Gift certificates will also be awarded to the biggest upset in each of the other five rounds. Foster Award There will be a $500 Ursula Foster award presented by the Chess Trust to the highest finisher under the age of 12 (as of the first day of the tournament). If there are fewer than four eligible participants, the award will go to the top finisher under the age of 13. There must be at least four eligible players for the award to be given. This award will not be split. In the event of ties, the recipient will be the player with the highest tie-break score. Expense money Through the generosity of Dewain Barber, each participant including the host state alternate will receive a minimum of $100 to help defray travel expenses. Expense money will be paid in check or cash at the conclusion of the Closing Ceremony. Players expelled from the tournament, or who withdraw forfeit all expense money. Travel & Accommodations Players are responsible for their own travel and accommodations. Players sharing rooms should make their arrangements carefully, as neither the USCF nor the tournament is responsible for any consequences arising from such arrangements. Please note that registration in a hotel room will require a person 18 years of age or older to be present. Contact Information Each state affiliate needs to request and complete the Nomination Form from the Barber organizer.
