Special Referees - updated Sept. 2007

A special referee is a director with substantial experience who is available to provide advice or make a ruling by phone. See rule21J, "The Special Referee" (pages 93-94) in the 5th Edition of the U.S. Chess Federation's Official Rules of Chess.
