| Best. 8 e3 would be too passive. With opposing bishops on the long diagonal, White can fight over the central squares. Note that White is not actually a full tempo down (over certain 4 g3 lines in the Queen's Indian) because the move a2-a3 has some value. This is sometimes referred to as being half a tempo down.
